No. Raise the building and scrape every particle off the site but dirt. Then leave it bare dirt as a reminder of the scourge the UN is to mankind. Place a monument to that effect there.
Think what a great hotel and casino it would make, and use the revenue to build the wall. But what about New York gambling laws? What about them. If California and New York can be sanctuary cities in defiance of federal law, the Federal Government can declare the UN campus and buildings federally owned by eminent domain, and defy New York laws.
