The Dossier was handy, but this all started with the Obama administration spying on their domestic political opponents and opening up that information by allowing contractors access to the NSA databases.
When that was closed off they had to use FISA applications to continue spying. Only later, when Trump was going to win did the DOJ/FBI take a Dossier that was laughed at by everyone who’d seen it and use it as an excuse to launch this investigation.
The goal to hamper Trump was a big one, but maybe even more important was to cover up their domestic spying apparatus
Nellir Ohr and her ilk wrote the dossier, then gave it to Steele. That's why he couldn't 'verify' any of it under oath because he probably didn't even read it himself.
