That's right. And .22 is actually a metric caliber, 5.5 mm.

5.5 mm is the diameter of the hole that was bored before the rifling was cut. The bullet diameter is 5.56 mm because once the rifling is cut, the bullet has to be a little bit larger to seal the bore.

Just like .30 caliber bullets are really .308" diameter.
