It requires a vote of the full House to approve or deny ANYTHING to another branch of government.
And the full Congress has already approved these funds for DoD and has already authorized POTUS to redirect them in the event of Emergency Declaration.

They don’t care whats needed...the idea is to drain resources of this administration and stop or slow it down.
