Both need to be removed from any civilization that wishes to continue and prosper and be safe.

That is precisely what must be done, and the longer it takes for western democracies to acknowledge this and do it the more innocent people will lose their lives.
At the same time these citizens will have to overthrow the leaders that refuse to stop and encourage these suicidal policies.
Doubtful they will.
