Report: Mueller not recommending any more indictments
Fox News reports that Mueller has not recommended any new indictments. Thus, President Trump will not be indicted based on the Mueller report.What we don’t know is why. Is it because Mueller has concluded that the U.S. president can’t be indicted while in office? Is it because Mueller has concluded that Trump did not do anything wrong, either by way of “colluding” with Russia or interfering with the administration of justice? Or is it because Mueller has concluded, James Comey style, that Trump did collude and/or interfere but that his conduct doesn’t rise to the level of a crime?

They couldn’t do any of this until after the Muller Report was released without being accused of obstruction of Justice. The gloves can come off now.
From DoJ in house regs Mueller cannot impugn Trump’s charactrr or reputation in any way if he is not indicted. The only way around this reg is to name the Pres as an unindicted co conspiratir. But that would require linking him to a cropime alleged or admitted by one of the figures already indicted by Mueller. But since none of those were indicted for activity involving collusion with Russia Mueller will have a hard time doing it.
