The old sections are like SIEVES— ask any Border Patrol around high volume crossing areas that had the former “demonrat” .... fence. Holes everywhere. And tunnels.

The old has to be completely replaced along with new sections in topographically advantaged crossing points (like 1 foot deep Rio Grande and flats between mountain terrain, where a wall is not needed- but designed barrier and high tech monitoring undetectable—are).

This is very clever leftist propaganda that comes from-— Mittens Ryan, McConnell and the rest of the Chamber of Commercial shiite— who LOVE thousands of pounds of fentanyl analogues shipped from Chi-coms to Mexico for the cartel mules to carry in their backpacks. This is NOT conjecture— it is known— and in Congressional testimony.

Eactly...

From here...

The other locales Trump mentioned do have many miles of existing fencing that is being replaced or strengthened. To date, the fencing is a hodge-podge of projects covering about 650 miles.

In November, the government announced a $324 million contract for 32 miles of "primary pedestrian replacement wall" in Arizona.

A 20-mile border wall replacement project in Santa Teresa, N.M., was announced in April 2018. The cost is reported to be $73.3 million.

A 6-mile "levee wall system" is set for construction in Texas's Rio Grande Valley beginning in February 2019. It will cost $145 million.

A 14-mile "border wall construction project" along the border in San Diego was announced in June 2018. The project actually will replace an "eight-to-10 foot high scrap metal wall with an 18-to-30 foot bollard-style wall topped off with an anti-climbing plate." The cost will be $147 million.

Trump is adding to or tearing down and replacing existing wall...That makes this 'new' wall construction...He is not installing an 'old' wall...He is not 'repairing old wall...He is modifying some of the old wall with new additions...Just a play on words by the media to make it look as tho Trump lied...

**************

Kinda like replacing the roof on a house.
Is it a new roof, replacement or both?
