In my mind, Lee took his name off the list of US Supreme Court potential nominees.

I understand that ordinarily Congress, under the Constitution, must approve spending.

But in the 1970’s, Congress delegated that power to the President when he declares an Emergency under the act.

Should it have ceded that power? Debatable.

But until Congress passes an act changing the law, the President has such power.

Lee had been a shining light.

But if he and the other purist from Kentucky lack that common sense, they should not receive any promotions.

Where did FDR get the money to build his Japanese internment camps after is Executive Order 9066?

Wall ? Internment Camps? Executive Orders? National Emergencies? What is the difference.

Any of those self-righteous senators that voted for the resolution against Trump’s national emergency would have invoked that very same national emergency order were they president.
