KY-SD-31 is a rural D-held R+32 (but very historically D) seat in coalfields at the eastern tip of the state, including Pikeville, Louisa, and West Liberty.
Attorney Phillip Wheeler (R), whose father lost a State House primary in 2016, will face off with realtor Darrell Pugh (D). The race seems almost impossible to handicap, because this area is both overwhelmingly Trumpy and overwhelmingly Dem in heritage, and Dems have still held on reasonably well downballot here.
A blowout win for either candidate or anything in between are realistic possibilities.

This is actually a big deal. The Democrats have held this seat for a long long time. The GOP didn’t even field a candidate here last time.
Trump won more than 80% of the vote in 25 different counties in Kentucky -- most of them in the Appalachian Mountain region of eastern Kentucky.
These are old-school Democrats who have become Republicans by default as the Democrats became the freak-show party.
