“I am as powerful as a man, and it drives them crazy,” the freshman congresswoman told David Remnick, the editor of The New Yorker, after she emerged as the Republican Party’s bête noire over the course of the annual Conservative Political Action Conference that ended on Saturday.

I wasn't aware that she was anyone's bête noire (which translates to "black beast," though probably the author of this piece doesn't know it).

She's more like our favorite Democrat congressperson, whom we hope to make into the face of the Democrat Party.

The term is also applied to someone or something one truly dislikes. Check the dictionary. I'm pretty sure the author knows the literal translation as well.
