That there is no penalty for dual citizenship, or no requirement that one who has US citizenship has to renounce citizenship to any other country, is allowing it to occur.
FWIW, I've never been a birther. My question (conveniently ignored by the puppetmasters) about Obama is if he was a dual citizen of Indonesia and the US.
