Bottom line is neither of these they’re gonna nuke each other because they would screw up their own people
The antipathy between the countries is real. And events can escalate beyond the control of the leaders. Terror attacks, for example, can force the hand of governments, leading to retaliation, and then counter-retaliation, and so on.
