Ive had occasion to deal with the Illinois State Police Firearms Unit fairly recently to renew my FOID. I learned some rather interesting facts.
That unit is budgeted for 7 people. When I talked to them they had 3. The month I called them they had 90,000 renewals to process. The next month they had 100,000 and the month after that there were 150,000 up for renewal.
I spoke with the nicest woman who pulled my renewal to the top of the pile as it was about to expire. Its no wonder this creep slipped through the system. The entire FOID system is stupid. It should be abolished entirely.

I recall reading about how Thomas Hamilton (the perpetrator of the Dunblane school murders in Scotland in 1996) went through the stringent background checks as required by British law in order to legally possess handguns. And he was still permitted to keep them despite local police officers recommending that his permits be revoked and his guns confiscated before it was tragically too late.
If I googled this right, FOID is required to own or carry a firearm in IL. And the bureaucracy to run it is budgeted for 7 people.
If so... assume this is by design. That libtarded officials thought they came up with a slick way to impair 2A rights. Am I right?

Yep. Budgeted for 7 and as of last August they had 3. Its a boring, crap job that doesnt pay much, either. The lady I talked to said she does it precisely because IL likes to jack gun owners around.

It is. The last Dem Governor, Quinn, did it deliberately. The subsequent useless GOP Governor, Rauner, did nothing to correct it. It will no doubt become even worse under Pritzker.
We are planning to leave IL in less than 24 months even if we take a serious financial hit to do so.

Not sure why these background checks failed to identify past convictions. There was a history of violence.
I’m interested in learning the autopsy results and suspect they might be more relevant, especially if THC is found.
A lot of weapons bought during the Y2K era are now up for FFL records destruction. 20 years is length of time a lot of these transactions are required to be maintained.
Same with the Texas church shooter from a couple years ago.

You can download a copy of the active records in the FBI’s NICS indices as of 31 Dec 2018. It lists the numbers by state for each disqualifying factor.
My state has only 18 entries for ‘unlawful drug user’, which is hilarious, since our tiny county has more than that many convictions each week.
Illinois has only 16,047 felons listed, whereas Indiana (with a population half that of Illinois) has 457,554 felons in the database.
If the states don’t send data to the FBI, people don’t get rejected by FFLs.
The failure was that of the workplace, which not only didn’t have any sponsored armaments in place, but prohibited volunteer protectors.
This is extremely evil. Avoid!
Oh, and don’t ASK local LE, but TELL them how to identify your “good guys.” Keep a copy of your telling them, even if it is in the 911 call. For example “our guys are wearing purple vests. You are responsible for not hurting them.”
So, background checks don’t work. Let’s move straight to confiscation. /s

FWIW, we moved from NY to TX in 2010. There’s things we miss (family, the lakes, etc.) but absolutely love it here. No personal income tax, a sense of freedom (there’s no FOID in TX), moderate winters, good schools, a rational State Government and I don’t feel like an outsider for being Conservative. I can easily find like minded people who love their God and their country.
The remaining free states need to change their form of representation to stop the big cities from perverting the laws statewide.
All of the free states are in danger now and being taken over by Californians and New Yorkers.
