Why, exactly, would people in a state want to have their own Electors decided by people in OTHER states?

I’m not a lawyer so perhaps I still interpret the clear meaning of words instead of divining intent through tortured logic, but it seems to me that this compact violates Section 4 of the Constitution. “The United States shall guarantee to every state in this union a republican form of government..” How does a state do that by representing the voters of other states?
