I haven’t looked but depending upon the number of states that use some form of
paper ballots versus those that use electronic machines will impact the potential for ballot harvesting.

I don't know of many states that do electronic means for vote by mail, which is how they're doing the ballot harvesting - knocking on doors, asking if people have sent in their ballots, if not, hey, we'll take it in for you. Oh, haven't filled it out, no problem, we've got your back, it's really important..blah, blah blah.

And if someone adds a mark choosing another candidate (say they stopped at a Republican’s house), it'll invalidate that person's vote for that (or all offices/propositions.) Or heck, toss it in the trash, nothing in the law actually requires delivery of those ballots.
