Define "impact" - or are you conflating RAT delays (for which Trump's team were prepared) and grinding the wall's construction to a hard stop (which will not happen)?
Trump knows they will sue and judge-shop...said as much in his speech when he signed the declaration of emergency...he expects the current laws on the books and the formal ceding of such powers to Presidents, along with the current declarations in existence to win the battle in SCOTUS....the other option was to try to wait out the Dems and anyone who thinks that’s a strategy has already conceded that there will be no wall.
Trump is doing what he can and taking the steps that increase likelihood of getting it done - and in our lifetime.
