The whole idea of charging a Felony is the fact that there are no former Felons. Once a Felon, always a Felon.
Might as well erase the distinction between a Felony and a Misdemeanor.

The clear distinction is the amount of punishment that can be given.
Once the State has ceased punishment, the individuals full citizenship must be restored.
