3.75% [15 ppm] of the CO2 in the lower atmosphere is man-made from the burning of fossil fuels, and thus, the vast remainder of the 400 ppm atmospheric CO2 is from land-use changes and natural sources such as ocean outgassing and plant respiration.

The rise from 280 to 410 is mostly manmade inlcuding, as you mention, land use changes. Without manmade sources there would have been a rise from warming after the Little Ice Age resulting in ocean outgassing. But that would have been about 5-10 ppm. The current rise of almost 3 ppm per year is almost 100% fossil combustion, cement manufacturing etc. The current rise cannot be from warming (would require too much past warming). Probably not volcanoes (too much coincidence with fossil after 10,000 years of mainly flat CO2).

Also the net effect of oceans right now is ingassing, not outgassing.

I listened to a climatologist 10 years ago and he predicted the oceans were warming enough to increase CO2 to the levels you are claiming. He was saying the equator oceans were heating from the sun and would produce higher than normal levels.

He was speculating and so are you.He was the state Climatologist until he said this and then was promptly fired.
