This comment interested me... “but remaining within the Department of the Air Force”
I’m guessing that Space Force would remain in the Dept. of the Air Force under the Secretary of the Air Force in the same way that the Marines are under the Secretary of the Navy. I think it’s just a matter of not needing or desiring an additional cabinet position.

Under (over?) the Air Force for short missions makes sense, but the Navy has a lot more experience with long, remote missions.
Planning for a flight that doesn't even require packing a lunch is a far different animal than planning for everything on a several month's submarine or carrier group deployment!
I have seen the argument made that a Space Force should actually be under the Navy, as the Navy has far more experience with long-duration missions in enclosed environments (i.e. nuclear subs) and designing the logistics to support such missions.
