Girls that young are not responsible for their behavior. Boys that age engage in drug dealing, theft, and robbery. They are old enough to be aware of what they are doing.
It got out of hand about 30 years ago. Our culture and children not being supervised in activities where they stay children were replaced with very deranged cultural norms. If I ran the world, it's the parents or guardians who would be put in jail.
We're beyond that, and beyond saving.
