I seem to remember a story about an air strike in (Syria, Iraq) that killed foreign nationals. Whether they were Russians, Chinese, Pakistanis or North Koreans was not mentioned.

These nations export technical know how to pretty much anyone with the funds, not unlike any of the 60’s TV bad guys that Hollywood was so fond of creating.
