It looks like the Tijuana/SanDiego primary barrier replacement project, somewhere around the middle of the run.
About 10 of the 14 miles (from the Ocean to Otay Mountain) is already complete. The whole project must be finished by May under the contract, but they can earn a performance award for early delivery.
This month (Feb) a second barrier starts construction, behind this one. The second barrier will be even bigger (30 feet tall), and the enforcement zone in between the barriers will lighted at night, wired with hidden alarms, under 24 hour video surveillance, and have a high speed patrol road for Border Patrol to swoop in quickly.
The Border Patrol there was recently (Merry Christmas!) fielded new mobile surveillance systems, that lets officers see for miles, day or night, and pick out the heat signatures of anybody - even if they are hiding motionless under a bush.

The good Construction Project Managers get contracts doing three things. 1. Hands of by those wanting the construction done and on time. 2. They get bonuses when they finish ahead of time. 3. They get startup pay, pay during construction and the bonus pay if the job is complete on or before schedule.
What might not be obvious to some is that those are extendable towers. Those will extend up 15 or 20 feet.
