I seen old cars rusts completely through in a few years outside... how will this fair over time?

Jim, you are so right calling it pre-rusted steel. It is probably CORTEN, by U.S. STEEL. They were the first to fabricate what is now commonly called weathered steel. Others such as MARY-R came later.

Comes pre-rusted from the yard.

Its probably Cor-Ten steel. It is "weathered" (surface rust) which then protects the steel from corrosion.
