If they were seen on camera then more than likely they were apprehend at some point in time. Only a small section of the border has an agent in the immediate area at any given time. When groups like this are seen on camera agents are notified and will respond, but depending upon man power and distance it may take some time. The groups are tracked and are normally found.

Just tracking would seem to be a waste of resources better suited to building an improved barrier.

It would be good if we had a basis for determining this was more than just, "Don't worry, there is nothing to see here, just move along."
