He nedds 60 votes to start debate on the bill and 60 votes to end debate.
A Senate spending bill is done by taking up a spending bill from the House and replacing all, or most, of it by amending it. Leaving as little as just the title intact.
That takes 51 votes, as does passing it.
Then why isn’t taking up the HOR spending bills and making changes to them if it only takes 51 votes?
It takes 60 votes to end debate. So that wouldn’t work.
60 votes to start, 60 votes to end: that’s “cloture”.
If you never end debate then you never vote on passing it.
So it takes 60 votes. As this will.

The 60 votes to end debate are a reach for us, but I think having a debate puts several Dem Senators on the spot.
I live in North Carolina and about a minute the Presidents speech the damn rats at Spectrum Cable blacked out all the stations with a wind advisory for the mountains of Western North Carolina it lasted a good 5 minutes or more I had never seen a cable company black out a President form the oval office the rats are out of control

Every and any bills that incur federal spending are required to initiate in the House, not the Senate. Unless the Senate hollows out a passed House bill and inserts this proposition. That’s how the Obamacare law was kicked off.
It is - includes nat’l Hug Day (soon to be cancelled because too many toxic masculinity types engage in it) and Nat’l Peanut Butter Day (soon to be cancelled because it offends those with peanut allergies)...not to mention MLK Day...the one they canonize because of his skin color while hating that he wanted everyone to find a way to just be good and productive citizens who didn’t kill each other.
