Let's look at it the other way -- Chicago has extremely strict laws about firearms. It's permissive at all. How is Chicago doing in regards to preventing or deterring crime?

That's no longer the case. Since 2010, when the SUpreme Court struck down the Illinois gun laws, Illinois has been a "shall issue" state, with
246,769 active CCW holders as of June 2017, all of which are allowed to carry in Chicago.
