Am trying to research that. It says either..so.
But, I did research the opinions in the constitutional convention debates and YES, Morris, Sherman and Wilson talked about this very thing. They called it a “pure and unmixed” tyranny by cabal.
Of course, they also talked about tyranny by a monarch-since they were discussing the monarchy in Britain for comparison.
SO..although they did not like it, they needed to put in checks and balances for executive veto against this type of tyranny as well as impeachment against the executive to prevent a dictator...it seems.
Some, actually did not want an executive.

This is a golden opportunity for the president to take total control of the SOTU speech from here on out.
And Pelosi gets the blame for upsetting the tradition and letting congress lose control of the event.
Make it totally his - on his turf.
No more going to the capital as a guest and letting Pelosi preen as the reigning queen for the cameras.
THEY come to HIS turf and he controls all details of the event.
And who is better qualified to stage a major event than President Trump?
Going forward, HE stages the SOTU event the way he wants and if some don't like his way of doing things they don't have to attend.
