That is probably the right answer. He should have all the pomp and ceremony of the regular SOTU, but do it in a venue where he can have 20,000+ of his biggest fans. Bring 1,000 victims of illegals and their crimes, and talk about what Pelosi's "sparks of humanity" did to their families. Bring all the usual symbolic guests. Just don't represent the socialists at all. SOTU is mandatory - POTUS is required by law to:
"He shall from time to time give to the Congress Information of the State of the Union, and recommend to their Consideration such Measures as he shall judge necessary and expedient; he may, on extraordinary Occasions, convene both Houses, or either of them . . ."
Don't convene the House or Senate by his own order, although he could. Just point out that the democrats and RINOs are derelict in their constitutional duties both to receive his SOTU and to defend our borders against invasion, so he is delivering his SOTU to the people directly and declaring a national emergency to build the Wall directly.
