He should do like Governor Pete Wilson did in California and impose a hiring freeze. When a person quits or retires, just let the position go. Other non-essential workers can pick up the slack.

I am still afraid that the Senate rinos will start to cry and give up. I think Trump would still veto, but it would look extremely bad.
