How bout if he gives his address as planned from the House Chamber in front of whoever shows up? If the dems don't show, they will be seen as not wanting to help attend the problems of the nation. Capital One Arena holds just over 20,000 people when configured for Basketball. Seating people on the floor would increase that number.
