Embedding BP is not controversial at all. In fact the Navy does it all the time. When doing drug interdiction on the open sea the Navy embeds Coast Guard Officers( in peace time they don't work for the DOD ) on Navy ships. Naval Officers cannot arrest anyone in international waters because it is considered an act of war but Coast Guard officers can arrest. So they assign one CG officer per ship when doing those ops. So yada yada yada you have it all wrong.

Also, National Guard personnel can be deputized by State Governors with Law Enforcement authorities, like arrest, without violating the Posse Comitatus Act, which otherwise excludes the Military from domestic Law Enforcement.
