He may have had one but he was a serving military officer. He went by that title. That is the proper protocol. (Anyway its a TV show!) I know military officer with PhDs. If still in uniform I never call them Dr Captain, Colonel or General (or Captain, Colonel or General Dr!), if out of uniform then Dr so-n-so. It is not wrong to call a military officer who has a Ph.D. "Doctor." I have a Ph.D., and really am not offended if someone calls me "Doctor." But the majority of people call me by my rank. One woman used to come into my office saying, "Doctor (exDemMom)! Oh my gosh, I am so sorry! MAJOR, I meant to say MAJOR!"

One of my assignments was at a research base that had a lot of former German "rocket scientists," who became American citizens. A friend used to address me, jokingly, as "Herr Doctor Professor Colonel." True, I did qualify for all 3 titles, but that was laying it on a bit thick.
