“....only if the perp’s dna is already on file some place.....” Actually they are solving cold cases because so many people have relatives who are in various DNA data bases.
As such, the perp’s DNA doesn't need to be in the database, just a cousin or two. The cousin's DNA will then suggest potential suspects and the police can then force them to give up a sample of their dna.
