Yes! Bring back the orphanages! Let us get rid of these sub-human females whose only goal in life is to beef up the monthly welfare payment by having babies who end up like this poor little angel -boy!

Whether through formal orphanages or through mobile ministries, the scene cries out for the Lord to come.
Challenges exist, but God is still larger than they are.
It would be less expensive to build large boarding homes for these poor kids, in every city. These poor little kids could be raised by caring adults rather than sending welfare cheques to the breeders. With no kids to look after, they can go out and find work.

Wouldn't a court be responsible for making her a legal guardian, since the mother was sent to jail? It probably would have been done on the advice of child services. I don't believe they have the legal authority to assign someone a guardian, but would need court approval.
Both well run institutions in the United States are full.
Formal orphanages and training schools would help civilize an entire generation of children.
No government child support, move the current generation through and there would be less and less in the coming generations.
Taxpaying citizens would have more children and more productive children because they would not be burdened with supporting the children of welfare.
They probably wouldn't qualify based on their crime, but Andy Cuomo would have already pardoned them so they could vote Democrat.

The punishment should fit the crime. No less than 51 years in prison with no chance of parole before then.
One welfare scam involves foster care. Relatives get preference. So teenage mom declares herself unable to care for her child, aunt or grandma becomes foster caregiver, collects foster care money, plus is eligible for SNAP and other benefits for the kids.
Many years ago, we lived in a new but working class DC suburb. A few blocks away a three year old boy was beaten to death by his mother’s boyfriend for leaning against his mother while she combed his hair. The mother stood by and watched this happen. It tears my heart out to this day.
