Federal health agencies and researchers? There shouldn’t be any such positions. They can all go. Right now. They’re all nothing but tax sucks, every one of them.
ICE? Yes. ATF? No. At least not in its current form. It could be there in a reduced form to police international gun-running; act as a liaison between states for felony gun crimes, etc., but there is that little pesky “shall make no law” clause that should preclude 90% of what ATF does.

I know a couple of border enforcement guys. They are very pro-enforcement, work long hours and deserve respect. And a raise. There are slackers in the federal government, but many dedicated & hard-working types too. I’d love to see reforms to make it easier to fire the slackers, but I don’t like the attitude that all government employees are slugs.
I meant they get paid way too much for what they actually do. I make more than I would working for Fedgov but I have to do more than watch porn and complain for it. I worked for a while at an organization where the workforce was made up of a 70/30 ratio of contractor/fedgov employees. Our most productive days were when the fedgov folks were gone during holidays that government employees got and contractors did not and a couple of shutdowns when the gov people didn’t come in. The experience left me convinced that the fedgov workforce should be made up of 95% or so contractors. They would get more done with less people, be easier to cut when needed and taxpayers would not be on the hook for retirement, medical, etc. That is what I took away from working with fedgov folks.
Lois Learner is a great example of government employment corruption. She was not punished. She’s got that fat cat retirement plan till death. She wasn’t fired because short of murder, government workers seldom get fired. As I said, she is but one example. This corruption leaves a really bad taste in the mouth’s of the real taxpayers.

Contractors actually cost more than government employees do. The government pays their salaries, benefits, and overhead to the contracting company, and it ends up being significantly more than the GS salary in some cases.
The benefit of a contractor is that he or she can be fired at any time for not doing the job described in the contract, or if the need for the work goes away. Once GS employees get tenure (after 2 years on the job), firing them is extremely difficult and requires careful documentation. And it is possible for a misbehaving GS employee to be told not to come back to work yet remain on the payroll, because the process of firing is so difficult.
Finally, contractors cannot show up and work unless there is a government employee present to supervise. That is the law.

I wouldn’t know about prisons, never having managed the budget for any.
However, being in the position of managing and budgeting for GS and contract employees, I am well aware of how much each one costs. Contract employees cost more because the contract company takes its cut.
I understand you don’t know about that. could tell from your original comment. Another advantage of contractors is they can be temporary. Complete a task and then you’re out. Employees tend to last forever.

Excellent idea - government workers should be rotated into DC as an honor - not to last longer than six years... Gives citizens a chance to take part in our great experiment... It would also stop government workers from thinking they're part of some royal ruling class... acting like they're 'more' than mere citizens...
Supervision is why I said 95% and not 100%. Salary may be higher for contractors but I don’t believe total compensation is. Government workers are not cheaper than contractors when you consider the education, training, retirement and other benefits that taxpayers pay for GS employees. I don’t know of any contractors that gets paid to sit at home but there are literally hundreds of thousands of government employees who will eventually be getting paid to sit home right now. You can have fewer contractors do the same work as a larger number of fedgov employees. When contractors are sent home for a shutdown, they don’t get paid. Being able to easily fire, reassign or lay off contractors as needed is also a huge savings and a factor in my assessment.
