Here's a clue
In one of the "border security" bills they put a clause that the money could not be spent on any of the prototype wall segments tested by Trump.
Probably why the talk is of steel slats with points

Is this to prevent recess appointments by President Trump?Yes. Mitch and Chuck will keep kicking this around until Jan 3, when the funding bill dies and the Wall/shutdown issue hopefully (for Mitch and Chuck) goes away. The bonus is that it prevent PJDT from making any recess appointments.
