IMO he should have mobilized all of III Corps, XVIII Airborne Corps, 1st U.S. Army - West, 11th ACR, and the Marines at Camp Pendleton as well as 100% of the National Guard from California, Nevada, Arizona, New Mexico, and Texas.
Place a carrier battle group off each coast of mexico, and blast every road and rail bridge within 100 miles south of our border.
The Tucano aircraft could do the trick. It is cheap to fly and can carry a lot of ammo. In effect it is a modern P51 Mustang with a turbine engine and much more payload. It would have fun. The bad guys would have a very bad day.
Actually to take that ultra light out would be much cheaper with a Cessna 172. Put a treble hook on a 200 foot tow rope with a weak link. Just fly about twenty feet above the ultralight at 100 knots. The treble hook would destroy the wing and the ultralight and passengers would die. The immense drag after engagement with the wing would break the weak link and the Cessna would just go back and land with a happy face on the pilot. Very cheap and effective.
Weak links are cheap. Eight gallons an hour fuel burn for the Cessna. Oddly the most expensive part would be the anchor portion of the tow rope to the aircraft. A measly two thousand dollars.

Treble hook about 20 dollars. You would lose the treble hook. Weak link a few cents. It is just a low strength piece of polyethylene rope. You can buy it at any hardware store. Instead of a treble hook you could use 30 feet of chain. If lucky you would not lose the chain. Chain is cheap.

Sadly, we have people here who are cheering on.
Foreign nationals are committing crimes while invading US air space. Deal with them in the cheapest yet efficient method possible using existing assets. Good training for Air National Guard/Reserve fixed wing and rotary pilots.
The downdraft from an Apache, Black Hawk or Cobra would likely fold up most ultralights and put them on the ground.
This is a military threat. Let the military design a practical response to the problem with what they have on hand. A five dollar problem which deserves a five dollar solution.
Next will be, if not already, the Cartels using DRONES to delivery small but valuable shipments of drugs (Fentanyl, Cocaine, Heroin) to drop-off sites in California, Texas and Arizona.
Not very expensive but the drones can delivery a couple pound package of drugs right to an awaiting receiver and literally never be seen.
