The ‘illegals’ in Tijuana had the right idea, give it to US directly, don’t give it to our ‘leaders’.
Remember the ‘Ugly American’ from 1958 when the US was dropping food & supplies on the docks and leaving while the Russkies were coming along and putting their stickers on the crates and the tyrants were keeping the supplies....while the ordinary masses got nothing unless they stole from the docks...

Book was written by a USN Captain and a former diplomat.

I can assure you that my fellow Sailors and I did our best to spread the wealth to the native populace of the various Far East ports we managed to visit - in return for ‘goods and services’, of course.
