Keeping OMB job opens White House chief Mulvaney to Democrat subpoenas

So Mulvaney is planning to be Chief of Staff AND Budget Director??? - Two FULL TIME jobs that you would expect would be 24 x 7. I'm wondering if The President appointed him merely as a stop gap and is planning on him going back to the OMB in the future?
