For the US as a whole, yes. In Bloomberg's New York City, I think that 95% figure is probably accurate.
And the actual national figure for "minorities" (meaning blacks AND Hispanics) is higher. 2016 FBI homicide stats have blacks committing 52% of homicides, plus another 20% by Hispanics. In a "minority-majority" city like NYC, that means that minorities would account for the vast majority of homicides.
The previous comment is filled with simple-minded ignorance and a deliberate avoidance of details. A simple-minded person reading the statement would by necessity come to the conclusion that minorities are inherently violent and law breakers. The hidden message the previous poster is alluring to is of aracist nature, but istoo cowardly to just come out and say what is really on his mind. Hence the racial generalities, which is what prompted my original comment.
When push comes to shove, I don’t want to be around a person like that, as they have a murderous heart.
The previous comment is easily verifiable by irrefutable facts from any number of sources, including the FBI.

Actually hispanics in most surveys are included in the white/Caucasian category which is correct.

"Hispanics" can be anywhere on the spectrum of 100% European descent, to 100% Native American. Illegals appear to be mostly mestizo, not Caucasian.
Somebody who is 75% European, 25% African is counted as black.
A history book I used had a painting of a black family gathered outside of their pitiful shack. I asked the students if the family depicted were slaves or free. They all assumed they were slaves. Then I pointed out the shotgun leaning against the door. That shotgun, I told them meant they were free. Slaves are forbidden arms, free men and women are not.
It goes even higher if you make it just black males. And 95% of those being killed by black males are...other black males.
