The actual Constitutional response is:
1) Put the evidence before Congress.
2) If they impeach, convict, and remove from office, THEN a conventional prosecution can occur.
3) If the Senate, as jury, does not think the evidence worthy of his removal, then tough.
Winning the 2016 Presidential election. To Liberals/Democrats, that's impeachable. If they had their way, the 2016 election would be voided and the Wicked Witch would be installed as President for four years.
