VP Pence is the President of the Senate. So, he comes into the Senate, takes the gavel and announces a recess. No vote required. Done.

No, he only presides over joint sessions of congress concerning results of electoral college votes and may only vote on ties in the Senate.

Can he actually do that?

I know that he can break ties in votes that are 50-50 But did not know he could do that.

Yes Trump needs to make recess appointments for anyone fitting for a position.
