The USGCRP is made up of 13 federal agencies, the heads of which were all put in place by DJT.
As to the program itself, it's "...steered by the Subcommittee on Global Change Research (SGCR) of the National Science and Technology Councils Committee on Environment, which is overseen by the White House Office of Science and Technology Policy (OSTP)."
So it's made up of federal agencies coordinated by a White House office. How could it be any more an administration report?
What you stated is correct.
What you fail to state or possibly even personally acknowledge is the fact that these agencies are stacked top to bottom with Obama holdovers, career scientists/bureaucrats, and political operatives who’s very professional existence is dependent on their ability to self perpetuate a requisite for their job.
And the actual paper itself speaks to startegies to chnage public behaviors more than it does any real verification of their own data sets. Its an activist piece and just because it cam from people within departments does not mean its something produced by Trumps people...YES< they have “oversight” and thus will be responsible for actions of people within but do you really want to try and sell me that this was done by people aligned with or in agreement with Trump?
