From the linked article, the local rebels claim they don’t have the capability to launch an artillery based chem attack. I don’t think I’d believe ANY of these parties, including the Russians.

They are backed by Nato. They have the capability. When the attacks happened, it was pretty much crickets from Western Media, but now the old “Assad did it” dog & pony show is being trotted out.
I think they should quit mixing bleach and ammonia when they are cleaning the camel.
The “rebels” (aka Islamist Terrorists) have history of using chemical weapons. Some of them have killed themselves doing it because they were not smart enough in handling it.
Turkey has in the past been the source of the precursor chemicals for them (back about 3 years ago). I don’t think chlorine gas is very complicated. It is dangerous to handle.
In this case, I’m not sure what delivery system they used.
