I heard today they were being withdrawn from the border because they weren’t being allowed to do their sworn duty.
At the first rock or any other object thrown at the troops, an M855, Green Tip, should be going the other way. If it over penetrates and hits the person behind the intended target, oh well. That’ll stop the object throwing pretty quick.

What Trump SHOULD DO is simply close the border with TJ, seal it, and then wait for the 9th Circuit to rule on the rouge judge.
That would speed things up a bit, to say the least.
DOD has ALWAYS allowed activity duty to detain civilians foreign or domestic for they’re (military) own protection. No different than ARREST just terminology used. Military will detain , cuff , stuff, apprehend, jail then turned over to local civilian authorities or FLEAS when time allows. Did such as active duty for narcotics interdiction (JTF-6) in CONUS, Central and South America. SOP included use of deadly force. Precedent was set on this LONG AGO and still active today.
