Exactly! But do you honestly expect this federal judge in San Francisco to dismiss the case based on the law?

You're still missing the larger point.

The San Francisco judge can issue any ruling he likes, but it won't be worth the paper it's written on, if it conflicts with the Supreme Court's prior decision.

Not only should the Trump administration ignore any such nonsense from the lower courts, it would actually be improper for them to acknowledge such rulings in any way.

This has already been litigated and decided, and the lower court judges know it.
