Oh she understands alright and has all along......this is just the tactics the Dems are using to keep their party and players in the news cycles......and to show their base they are fighting everything.....regardless if it shows them as idiots or not....they really don't care how stupid and ridiculous they look .......if it strains the $$$ resources of this administration pocketbook and that of the peoples they see it as a win in chipping away at this Presidency..
