Toward the end of the 80s, animation started going downhill.

Dexter’s Lab
Tiny Toons
Anamaniacs
Pinky And The Brain
Batman / Superman TAS
Yeah most of those were decent, maybe because the main point wasn’t to sell toys. The writing was better as well. The Hanna Barbera action cartoons of the mid-late 60s like Jonny Quest and Space Ghost didn’t sell toys on a big scale, but the writing was very simple.
