I think Snipes has a plausible alibi on this one. Her explanation was that the eyewitness saw election workers creating copies of faxed in military ballots. This process is SOP since the ballots received via fax aren’t scaled correctly to work in the ballot scanning machines. So the workers create hard copy duplicates by hand that can be scanned. I could easily imagine someone mistaking this for some kind of fraud. Not saying for sure that’s what it was, but it’s plausible.
This happened before in 2016, problem: The person that filed the affidavit also stated they were copying from the same size ballot which was undamaged. They were changing the overseas ballot from Republican to Democrat as alleged. Snipes then oversaw burning the real ballots.
My guess, same thing is happening, while filing out blank ballots from scratch as well.

Which would only require an explanation, not dismissal.
I can only guess that if there is a faxed in ballot and then a regular ballot is filled out to process through a machine that the faxed copy would be attached to the hand filled in copy so that it can be verified. I would think if that wasn’t done there is no chain of custody and the hand filled ballot could be challenged as not being legal.
