“Can a court rule that a ballot is so corrupt that a new vote must be held?”
You mean an election?
I know that when I did elections just missing one date/time deadline in the whole months-long process could trigger a re-election, especially if a losing candidate got pissy. If a newspaper publication was a day late, it was a problem.
I don’t know if it could cause a re-do in just one district or county, or if would cause a whole state election.
